That's what I decided anyway.
One of my more mercenary characters bombed both of them, just to explore the two bombed out camps.
It's also a nice ♥♥♥♥ you to everyone, including Ulysses by showing him a much more effecient way of achieving his goal (he wants to nuke ncr so legion takes over, then eats itself and collapses. Why not just nuke them too, dumbass).
Roleplay wise? Usually neither. The Legion is falling apart regardless (at least in my usual playthroughs where they end up heavily crippled post Hoover Dam), and the NCR... a mixed bag, but certainly don't deserve a nuke. Especially considering it hits a major trading route which in turn might cause it to be unusable and that can lead to problems with supplies for NCR citizens (because I suspect that the higher ups wouldn't give a flip and they'd just gobble up the available rations leaving the civillians with scraps) until/unless a new trading route is established.
According to our current understanding of science, neither is best. NCR or Legion ending is obvious, and with House I would say nuke legion or neither. For a truly independent Vegas, both is best due to the fewer supply lines into the Mojave, and your enemies will be occupied repairing them in time for Vegas to expand or will accept it as a barrier between yours and theirs.
