You should do New California, since the end of it starts where NV starts, to play New California you MUST start a new game. (Because you have to start a new campaign)

playing new california after playing through all new vegas content and seeing new california ending was glorious, so i would play nv first, if i was a new guy

New California is an unofficial mod. Regardless of whether or not it's a prequel, it's not canon, and you should play the vanilla game first.

And I don't even mean any of the "first playthrough" stuff, it's just NC being buggy. Give it time to have a better experience.
