Anyway, I find light touch more useful. But black widow also let's you seduce guys through dialogue for ways through quests (like sleeping with Benny so you can murder him).
If that's the route you wanna go roleplay wise, I'd just take both.
There's many level 2 required perks that are better than level 14 required perks, depending on your build.
Don't worry about the level of the perk, as that doesn't typically indicate how good they are. Just worry about if the perk is good for your character or not.
So yes, I think it's worth getting 2 "level 2 perks", especially ones as good as black widow, light touch.
At level 50 cap (with dlc), you will get 25 perks to choose from (or 15 without dlc) . That's all you need to know in regards to which perks to get.
Note that there will be many perks later on that won't be good for your build (for example, the meltdown perk is no good for people who don't use energy weapons, or people who want to sneak a lot).

Most quests will have many alternatives to finishing them, some that can help or hinder different factions, that can be done by using these skills in dialogue. Just because somebody tells you to do a quest a certain way (eg kill somebody), doesn't mean you have to (instead you can maybe talk to the person and double cross the guy who wants you to kill him for example).
I intend to wear light armour because it will fit better with my idea of a unarmed fighter and from what I have read, the DLC had a lot if very good light armour.
