Does anyone know how to remove the FPS cap?

You don't (at least at the time this post was made in 2018). These games physics and ai breaks above 60fps because they tied a bunch of physics into the FPS.
That's why they had big problems with fallout 76 on release because it was made from the same engine and people figured out how to move extremely fast in PvP by unlocking the FPS cap and looking down while running.
New Vegas tick fix can correct this, follow the instructions on their page to set fps to a specific value.
And also this was answered when it was necroed in 2020, just scroll up.
Funnily enough, Creation Engine works pretty similar to Gamebryo, but the Creation Engine is much more +60 FPS friendly, since there's simple mods that unties the physics to the framerate.
Gamebryo although with tick fixes (like the NVTF) can work good with +60 FPS, can face some stutter when loading something more.
