Fallout NV is all blue colored tint (modded)

I'm not sure which mod is doing this or if its a bug but I started the game in a new save but as soon as the game loaded it was slight blue like tint with some color coming through.
Can anybody help ?

Try posting your load order from the start and telling us if you're using ENB or reshade.

let me post the in game picture too just so it gives a bit more proof of what I'm dealing with

ENB and NevadaSkies are the likely culprits. Basically anything that modifies weather will affect lighting. I've tried different weather mods and shader mods over the years but personally, despite the belligerent insistence of the russian who makes ENB, it didn't look better from an aesthetic perspective.

Ok I just fixed it went to the post and saw the guy who made the ENB post a new link for his ENB

Ok now I found another problem for some reason the females in my games have red exclamation marks covering them as I missed either meshes or texture but I'm not sure which one Im struggling with because I just removed FCO yet its still causing issues

I’m sure it’s fco. The red exclamation represents missing textures\meshes. Validate the files via steam.

Ok I think I found the culprit I uninstalled FCO but it kept happening found out I had an eye lash mod for only females on.As soon as I disabled it the exclamations went away.
And I'll just probably not use FCO even though I tried again with it but nothing happens.Rather stick to the normal characters
