How do I change people's SPECIAL stats?
Some of the SPECIALstats in this game dont seem... correct. How do I change them? Thanks.

You mean you want to cheat the already horribly broken, rushed Obsidian touched system?
Be my guest:

Click on something whilst the console is open > type in:
modav SPECIALSTATGOESHERE value
or
setav SPECIALSTATEGOESHERE value

ModAv lets you increase or decrease a special value
SetAv lets you set it to something but won't always work as intended, so if you want to fine tune a value use the former.

For example, if you want to make 6 ST NPC to be 5 ST, you'll type
"modav strength -1"

I don't recommand doing this, though. You can change NPCs value with GECK or FNVEdit

Which are permanent, needs more technical know-how and isn't as convenient as the debug console that can be launched in-game.
Where as using a console command is on a per-save basis and way more convenient.
It also doesn't help that the kit for 3 and new vegas crash like there's no tommorow so I recommend not even touching it unless you want to go through 9 levels of pain after losing hours of work..

Well I have absolutely no modding experience or experience with the GECK, but I'll try it out. Thanks.

To be honest, I myself never use GECK to edit something out. I prefer FNVEdit.
