Click on something whilst the console is open > type in:
modav SPECIALSTATGOESHERE value
or
setav SPECIALSTATEGOESHERE value
ModAv lets you increase or decrease a special value
SetAv lets you set it to something but won't always work as intended, so if you want to fine tune a value use the former.
> Click NPC
> Type "modav (SPECIAL) (amount of value you want to add/remove)"
For example, if you want to make 6 ST NPC to be 5 ST, you'll type
"modav strength -1"
I don't recommand doing this, though. You can change NPCs value with GECK or FNVEdit
Where as using a console command is on a per-save basis and way more convenient.
It also doesn't help that the kit for 3 and new vegas crash like there's no tommorow so I recommend not even touching it unless you want to go through 9 levels of pain after losing hours of work..
