[HELP] Permanent buff and debuff

so my charactor has a permanent buff and debuff on my strength and intelligence my default for both stats are strength 5 and intelligence 6, but i have a buff to strength +2 and intelligence -3. so i looked at what effects were active and there was no effects that i had (besides water breathing for some reason) so i tried like everyone else looking for awnsers on the internet and could find anything tried alot of console commands such as dispelallspells and i went through removing individaul addictions via console commands. And i really dont want to use forceav command on my stats unless its last resort.

ive done worst in the past with more plugins but right now i have 99 active plugins

for sure its one of the mods thats for sure

i myself got 50 plugins my advice dont download mods that you realy dont need

Disable all of your mods, start again, then toggle mods one by one, see which one broke it.

positive it isn't any mods cause ive disabled all of them besides the important ones and stats are the same

there is a problem with dead money i remember if you get addictied to a chem and finish the dlc youll get this same problem so again i doubt it my mods, but the problem is i havent done dead money yet and been playing ttw and from back tracking through my saves it happened somewhere in broken steel dlc but i really dont feel like back tracking that far

I recall on one of my playthrus I drank some alcohol and it didn't wear off after its duration.

it went away I believe after resting in a bed.

I had this occur with intelligence being -2 despite no addictions or effects. I'm playing Tale of Two Wastelands with less than 10 other mods.

I figured out that I had installed a refillable bottle mod while my character was currently intoxicated, so even though it didn't show up in the effects menu I bet the effects never wore off because the whisky bottle/beer bottle files had been changed.
Can't really confirm for sure, but that's what I think happened.

When installing a new mod, maybe make sure your character isn't under the effects of anything (any drug/armor buffs or debuffs) just to be safe.

Playing TTW now, but I didn't get any mods that add debuffs and remove them. What could be the issue?
