I'd say Bostonian or New Yorker, or heck, might even be Californian. I'm not American, not even an english speaking person so I'm not sure but it's a 1950s accent for sure...

Benny has an accent? He speaks with 50s/60s vegas slang, (Rat Pack), but I dont recognize any accent.

It's Matthew Perry who plays his voice, the guy who plays chandler from friends.
Not sure what his accent is but I think it's eastern United States. I know he went to school with Justin Trudeau and used to beat him up so he must have been close to the border of Canada.

I think he's just trying to mimic 60s Vegas style speech. Not sure if it's any specific accent.

He's just trying to go for the accent he thinks Benny would have, which is an amalgam of a lot of stuff he saw in mid-century films. The actor is from a Boston-ish area and he's known for playing Chandler in New York. I don't remember which accent of those Benny has, but it's not that thick anyway, so 'Northeastern US' is more or less accurate.

I would lean more towards New England than New York. The major differences are:

the way in NY they'd say 'coffee' with that 'auuwwww' vowel, which gets less exaggerated as you move towards the modern day but middle-aged people still talk like that -- in the rest of NE US that's more like in either Britain or Ireland/Canada the rest of America, depending.

NY is less nasally than New England, on average (but he's an actor and they often lose that on purpose, as do more well-off people). Both regions waould nasalise/tense 'plan', but NY is less likely to do the same with 'planet', as an example.

And the rest is largely dependent on more specific regional or ethnic stuff than just 'NY' or 'New England.'

Hope that was easy enough to follow. I can go on if you want. Or I can stop talking; usually people go with the second one.

(I'm a linguist.)
