I really want to replay NV, but that gameplay...
I love the story of NV, but the gameplay itself feels bland, clunky and just overall very stiff... I have no idea how to better explain it, but that's how I feel.

Is there anything that improves the gameplay aspect of NV?

Project Nevada defiantly helps. If you aren't using that already of course. It doesn't out right fix the gameplay of it but it adds things like a grenade hotkey, melee hotkey, helmets act like helmets and obscure vision, etc.

Mod it to hell is the best advice I can give. Get gameplay mods, get weapon mods (if you're into that, I'm not), but most importantly, get quest mods. If you don't have New Vegas Bounties I, II, and III yet then get them.

Because the game's unplayable without them

I use a mod that disables VATs and changes VATs associated perks so that I can just use bullet time. I love New Vegas, but I've always found VATs to be somewhat broken. It made sense in the classic games to have it, but its kind of an unfair advantage in 3 and New Vegas (imo).
Get the L.E.A.D. mod. It makes long range gameplay much more challenging but feels so satisfying when playing a sniper build and you headshot a legionarry in the Cove from snipers nest

Honestly mate, just play through it once you get used to it you'll love it. At first I was worried because I couldn't get into it but once I started the big MT I fell in love with teh game
Mod till it breaks, then do it again. The end payout is worth more than gold.

There are no mods that fix the issues that you are concerned with since the Gamebryo engine causes those issues. A new engine is the only solution (never going to happen)

All the mods mentioned try to hide those problems by changing things and adding content on to pof the base game and engine.
No amount of mods will fix "gameplay itself feels bland, clunky and just overall very stiff"

I was dying to replay NV for the first time in 7 years, I had all my the mods installed, performance enchancements and bug-fixes applied, but ♥♥♥♥♥♥♥♥ the Gamebryo engine is terrible.
I tried so hard to enjoy it but despite all the mods I just cannot get over how terrible the gameplay is due to Gamebryo

My advice
1. Play Fallout 4: Creation Engine is slightly better so mod it to hell
2. Play 1 and 2
3. Be very forgiving, have no expectations and play New Vegas

Because the game's unplayable without them

Then leave - so you can stop bitchign about it and get on with your life.
Get the 1st person animation mods. It adds better recoil, removes weapon sway, makes the gunplay manageable/fun without vats.

the game is ~10 years old at this point its gonna show its age. Still take it as it is and mod what you cant abide (imo vanilla is still the tops)
