Instantly attacked by legionaries at cottonwood cove

Heres some context.

This is my second playthrough, female character.
My "fame" with the legion is "neutral".
I do the regular, get to benny at the casino.
I let him run off so I can crucify him later (last time i chose a machete 1v1)
The suit guy gives me the mark and tell me to go to cottonwood cove
I get there, got shot on site.
I tried shoot one at long range when nobody was watching him and i took his armour.
Worked for a while, i equip it and and another guy came up and asked me what my business is in cottonwood cove, i showe him the mark.
After that he started to shoot me.
Second time, i removed the first guys corpse. Still shot at me.
Third attempt, get legion armour and sneak to boat guy. Boat guy lets me get through.
Stuff does smoothly until i get to the tent where everyone tries to shoot me.
I have boone so maybe thats why?
(Im wearing no ncr armour but I do have good karma with the ncr, but the suit guy said that my sins against the legion were forgiven or something like that)

tl;dr

Female character, have boone, neutral karma with legion

Don't bring boone.

If you bring boone to cottonwood cove, you're gonna have a bad time. Or a good time depending on your point of view.

I wanna do that when im a higher level actually. A level 15 char would get slaughtered

ED-E and Boone and once you craft some weapon repair kits for the sniper gun at Camp McCarran, it becomes very doable.
