this is what usually shows up in my overwrites, and I suspect it's UIO that's causing the problem for this reason
I fixed it in a weird way...
I turned off 1 .esm at a time, starting from the bottom and working my way up. And loaded the game each time time until I got a menu. Then I turned them back on one at a time and started the game each time to make sure I still had a menu.
I use FOMM (which is the recommended way, they say MO works,but it's touchy. I'd recommend retrying with FOMM) so it won't even let me launch it if certain .esp/.esm's have masters missing, so I had to disable the corresponding .esps just fyi.
Long story short, I think I had the vanilla EVE w/DLC .esp running with my TTW EVE already installed.
Either way, I'm not sure what it was, but I unchecked some .esm's until I got a menu then rechecked them all and still had and continue to have a menu...
