You'll Know When It Happens Kimball is Not Moving
After i report my findings to Grant, Kimball just stops, the Rangers go in the stage and nothing happens, help!

Yeah, I had the same issue. Playthrough was modded though. Spoilers here. I just killed the shifty engineer up top and when the vertibird landed, it just lifted back up and missions was acomplished. Missions can be screwy so try that at least. I spent an hour or two trying to pass this mission a few weeks ago because of this bug.

Yeah, i just gave up and used a console command to finish the quest, so he'll stand there until i finish the game as his punishment, and there is 2 more dlcs to go!
