In Honest hearts you can do anything you want, you don't have to obey.
Of course it is easier if you stay in friendly terms with the tribals but at the end it doesn't change anything. You can just slaughter them all, the result will be exactly the same.
I really enjoy the characters, stories, and environment though, and unlike dead money you don't have to stumble around for barely visible notes and hidden terminals to find it.
In Old World Blues, you've got lots to think about, doing quests for each of the specific scientists, and when you get to him, do quests for Dr. Mobius.
Hated Dead Money because I was, and forever will be, a gunslinger build, made for pistols that shot conventional bullets. That was my only problem. The story, however, was good.
The Divide was my favorite because you had lots to discover, a really good, in depth story, and a nice reference in there.
So in the end, I'm pretty sure the problem that lots of people had with Honest Hearts was that the only interesting thing about it was the .45 Auto weapons and the fact that you had the Burned Man, or Joshua Graham, in it.
Also nets you some pretty swish gear that is very good late game.
But yeah overall it's kinda not fantastic and bit dull and lifeless imo

Dead money is the most interesting and character driven since you kinda have to interact with the cast at some point or another. And gives you some pretty fun, spooky, survival horror experiences, but good god it gets very annoying very fast with the gameplay
And with the right dialogue choices, completely eliminate the need for any explosives or melee weapons.

Old world blues is fun, but boy is it janky, the amount of rng enemy spawn and annoying repeated stuff to get slightly better gear gets pretty grating. Some interesting lore ties though and a couple of little scavenger hunt style things but I don't enjoy returning to this dlc often. Also it's pretty crash happy.

Lonesome road, is great, very atmospheric, very heavy on storylines and full of awesome gear. The reccommended level is 100% wrong though do this after you've done everything else and before hoover dam.

I will say this the dlc for new vegas is leaps and bounds above everything fallout 3 had sans point lookout. ( I don't really count broken steel since it's main game continuation and kinda sketchy now given bethesda's reputation)
And 100% better than everything fallout 4 had to offer in its dlc
I do dead Money all the time with conventional pistol builds (they're my favourite) and have no problems. Sure it's not a breeze like an unarmed guy, but unarmed guys are op throughout the entire game.
It's actually my favourite when done with pistol builds.
Lonesome Road is a glorified on-rail shooter where they put a fake face on Ulysses and never lip synced him and added a horribly bad forced backstory on the courier.
Dead Money is fantastic and I reocmmend playing it.
Old World Blues is one of the only other competent DLC's and is a fun cheesy sci-fi adventure.
Gun Runners Arsennal is a weapon retexture pack.
