Heartache by the number Van Graff safe

I can't find a key to a save to open or have enough lookpicking skills to open the one at van Graff. How do I do it

You increase your lockpicking or science skills to a sufficient value in order to lockpick the safe or hack the terminal beside it.

That, or you could find the accompanying keys by pickpocketing one of the Van Graff members inside the store. As the crier does not posses the key.
