Has anyone ever done 'We Are Legion' quest?
This quest is basically wiping out Camp Forlorn Hope.

I sneak killed every NCRs in the camp, and completed the quest.

Later when I revisited the camp, pack of Cazadors was swarmed around the camp.

Is this bug, or intentional?

Just like a few other locations in the game, clearing out certain camps or groups from a location can cause Cazadors to spawn there instead. Example: Killing all the raiders in Bonnie Springs causes cazadors to nest after a certain amount of days.

Shouldn't there be rather Legionaires, since I cleared it out for Legion?
Man, Obsidian really did a poor job for making Legion as a favored faction...

Would they really have the time to organize a force to take over the base after hearing that some random guy took out everyone?

You'll be surprised how fast Legionaires tack over Helios One after you wiped out NCR soldiers with Arcemedes

If memory serves, they had bigger plans (i.e. more fleshed out, more quests) for the Legion, but the very short dev cycle sadly forced them to drop most of it.

Man, Obsidian really did a poor job for making Legion as a favored faction...

Obsidian had a limited timeframe in which to develop the game and this consequently led to a lot of content being cut out. They did want to flesh out the Legion a bit better and show they're not just generic bad guys who enslave and kill people for fun.

That would be ideal, if Fallout New Vegas wasn't based on Fallout 3, and Obsidian had to make a whole new game from start to finish.

Also pro tip, now that you've completed that quest if you talk to papa khan of the great khans, he names you leader when he dies. Then you just gotta sneak kill him, and you're the leader of the khans and can decide anything they do for end game

Woah, really? I have talked to Papa Khan and he said I'll be take his place when he dies, but I didn't know you can do such a thing with sneak kill

Yeah and it's easy to sneak kill him when he's alone in his room. After that talk to Regis about whatever you wanna do with the khans

But I remember when I broke up the allience with the Legion, Caesar was mad at me, and said 'If this happens again I'm gonna kill you'
