Cant start Things that go boom NCR

I have completet Ring a ding and when i leave the Tops a NCR soldier should approach me and tell that he has a message from Crooker but that doesnt happen. The Legion spy approaches me. I have tried setstage quest command but it doesnt work.

Well, NCR trooper usually aprouch you when leave Lucky 38.Try to enter an exit Lucky 38

I did and also lookes thought my mods and found and that Main story alterations cuased this problemes so i disabled it and now the trooper aproaches me.

you may have to use a console comand to get past this bit i have had this happen.
what happens is that the script doesn't fire and the trooper won't run to you. You can probably find him in the cell
