Why did Dr.Mobius want the other scientists trapped in the think tank
Just to keep them working,right..But why not to leave and go to the mojave?

...pretty sure part of his dialogue was that they'd go on an experimentation-spree if let loose. Like, the "without consent" kind. Or was it to keep them from the dangers of the wastes? Can't remember. I'm currently on a new playthrough and I'll be doing OWB soon to be reminded.

Mobius is senile, and off his rocker undoubtedly but knew that the Think Tank, if unchecked could ♥♥♥♥! the whole Wasteland if they could just walk or... float I guess, they already made the Cazadores which are basically giant flying death wasps that group up and have deadly venom, but in the Big Mountain itself there are walking skeleton men with immense durability, or the Ghost People who are nearly as powerful with the Cloud also being deadly and even stated to have destroyed a large part of the Mojave in a non-canon ending of Dead Money and ALL these creatures and more were made by the Think Tank. The Think Tank are smart, but they are book smart but their temperment is like that of a child unchecked they can wreck havok but if convinced to stay in one place and under watch they could actually help the wasteland.

If you looked into the experiments in Big MT you’d know the byproducts of the Think Tank’s experimentation (Cazadors, Nightstalkers, the Cloud, and the spore infection, to name a few). You wouldn’t want these people going out into the wastes and wrecking havoc.

The think tank created cazadors to be a household friendly pet that doesn't reproduce.

They created rattlesnakes mixed with dogs. Extracting brains and splicing them with robots making them crazy.

Mobius wanted them to stay contained to the think tank and believe there's nothing alive outside in the world. He could have killed them but they were his friends. So he just lobotomized them so they forget lots of their past and don't try to leave.

If they got out to the Mojave they'd likely make things worse.

I think the idea is that Mobius is/was concerned about the damage they could do if they realized there was a larger world for them to experiment on/in. They're pretty much devoid of human emotions and their horrifying experiments reflect that. Mobius wanted to limit their damage to Big Mountain, where it was at least somewhat contained.

I think it's also tied somewhat to the dropping of the bombs and the way Mobius and his colleagues contributed to it. The Fallout universe is full of pre-war scientists performing inhumane experiments and creating excessively dangerous weapons. It's implied in multiple storylines and quests, throughout all Fallout games, that the rampant disregard for ethics and morality by the pre-war scientific community played a singificant role in the ultimate downfall of humanity. It seems like Mobius is somewhat aware of this, and his actions are a sort of penance for both him and his friends. He's forcing them to restrain themselves because he knows they could never do it on their own.

In one of the skill checks you explicitly mention you will bring stuff from the Mojave for them to experiment on rather than let them run amok and wander into the wastes.

The Think Tank's been isolated brains in jars for so long that they've lost touch with the outside world (they think the War is still being fought), and they've lost grasp on what it means to be actually BE a scientist. Because of that, they've adopted this "For SCIENCE!" attitude, while not realizing, or even caring about, the damage that their experiments have caused. Mobius, while suffering from of the same problems, actually knows about these problems and understands the damage that the Think Tank would cause if they ever escape, so he does his best to make sure they don't get out.

well if the Cut ending where you side with the Think tank is anything to go by... All of NCR gets lobotomized and thinks they live in tranquility lane while ceaser legion believes they live in ancient rome, ancient bonified rome on the moon that is. Jacobstown gets crushed by a satellite, goodsprings gets crushed by large hexagonal concrete blocks that stretch far into the sky.

Many people start disappearing and or end up dying. Possibly 1000s at the least and 100s of thousands/millions at most.

Other think tank scientists had zero ethics and were going to commit atrocities on the Mojave as they had done before at Big MT. Mobius realized this and decided to lobotomize them

Also most of the mad scientist stuff he does is just to keep them from breaking out
