The controls are different from FO4. You have to click the 'status' button then click on the additional tabs.
Inventory manipulation is different too. 'E' exits. There isn't a 'do you really want to take all' warning either.
Uh yeah, because it clearly says only works between 9 and 5 and you even mentioned that you didn't try between 9 and 5. Seems like an open and shut case to me
