The author of this mod said I should download his mod on his website, http://www.dracomies.net/?p=566

but for some reason my chrome is still loading the page.
I tried diffrenet browser like edge, explorer, my phone, but it simply doesn't load the page.

And again, for some reason the author of this mod simply locked the comment section of nexus mod page so I cannot comment this on nexus either.

I can just manually install from nexus, but I have installed this mod, and it's pretty complicated to install.

I can only hope author included the instruction of the way to properly install this overly complicated mod.

Google FNV redesigned 3 install, you should find plenty of instructions.

They're all the old ones like 3 years ago. And I doubt it will works since the author updated his mod.

The biggest anomaly behavior he made which I simply cannot comprehened is that why did he decided to put the instruction ONLY at his website, NOT at nexus mod page.

I remember reading his instrution at his website like a year ago, and I was able to install his mod without any critical issues. That means his, Dracomies' instructions of installing NVR 3 worked.

Why did he decided NOT to put instructions on nexus mod page so that people don't have to visist his own website, which likely down at some point and more unstable than nexus, is just beyond my comprehension.

Maybe he gets money when someone visits his website so he had to drive people to his website rather than nexus page. That's the only reason I can possibly think of behavior.

Humans, especially white skinned and big eyed are truly an interesting species.

I hope I'm not to late but here's an installation guide by the mod author himself, it should go into detail on how to properly and solely install the mod and also addressing the bugs that may occur: http://youtu.be/tGyfCalcxe8
If you're too lazy to watch, here's a run down version of the guide:
1. Install FCO 2.3.1 (NOT 3.0) through a mod manager, when the pop-up menu shows up telling you what features you want to install, DO NOT TICK ANYTHING SHOWN ON THE MENU, just click 'Next' then 'Install'
2. Install NVR3 and its patch as you would normally do and just overwrite all
3. In your load order, disable any FCO related plugins like FCO-Master.esm, FCO-NPC Changes.esp, etc.
Hope you forgive the guy, he's currently busy working on another mod that aims to revoice the majority of characters and resolve the 'clone' problem in F:NV at the moment
