'Player.ModAv Skillname Number' would be what you're looking for.
Unless you want to create a custom item that gives +100 to the relevant skills, since Item effects still work. No mod that I know of does anything like that, but it's simple enough to do yourself in the geck.

I tried this again, but instead of setting it to 100, I went Overkill and set it to 999999999 (or so).
It has now returned mostly to normal.
