So letting the president die is actually better for the ncr in the long run.
I'm talking in the long run. If the president died, the ncr citizens at home would be all in to continue the war (the citizens are fractured and getting fed up with increased taxes for war effort). Kimball would be martyred, and it would direct blame to Caesar whether ncr wins or loses the hoover dam.
But with Kimball alive, if they lose the war, it's seen as Kimballs fault. If they win, it's Kimball victory. But if they win without Kimball, the ncr national pride will boon, and it will be seen as the greatest victory ever because they did it without the president.
It's precisely why Mr house doesn't want Kimball to die, and needs you to save him to get his ultimate victory.
