Can't Start President Kimball Quest - Ranger Grant Not Talking

I'm at Hoover Dam, near the end of the game. Colonel Moore told me to speak to Ranger Grant (in the visitor centre at the dam) about protecting the president once he arrives.
But when I try to talk to Ranger Grant, he just says something about having a lot to do to prepare for the president's visit, and the only dialogue option I can respond with is to say goodbye. There's no option to start the presidential visit.
I've played the game before and it worked fine, so I don't know what's causing the issue now. Any ideas?

Very common bug. Without using console commands you'll need pinpoint accuracy in your timing. There is a very small time frame where he is standing at the desk where he can be activated.

The easier solution is to just open the console use the disable and enable commands on him. Remember to quicksave before continuing the quest if you do this method.

use ~ to open console Click on grant type disable the press enter DO NOT CLOSE CONSOLE Type enable press enter close console wait for grant to step back behind the desk and walk up to him
