Did anyone else think Jeannie May did it-
-before finding the "bill of sale"?
I suspected it to be Manny, but he just seemed to obvious. But after talking to everyone, the only person that stuck out was Jeannie.

Her sentences were jumbled up and didn't seem correctly phrased, but what really caught me was the fact she was looking away when she was talking about what could of happened to Boone's girl.
Which are common signs of behavior of someone lying.
If you ask her anything else, she, and like others in town, will have direct eye contact with you.

I also recalled how passionate Jeannie was, when I first met her, about Novac itself. And for someone to talk trash about it may have ticked her off.

The amount of detail put in this game is amazing.

When you tell Cliff you killed her, he makes it a point to let you know that he isn't calling you a liar.
She could have also been busy and just humoring you, since you're a newcomer getting your information from 2nd and 3rd hand sources. She knows Boone is a loner, and would never expect him to share a confidence with a stranger. And in her mind, any unpleasantness or suspicions have already blown over.

That's where the storyline breaks down. There was nothing to stop the Legion from taking everyone and occupying the town. One sniper and a couple of caravan mercs aren't much of an army. There's a Legion camp nearby so they already have a supply line set up.

Question is, why would they want to occupy that position? Theres three NCR Soldiers there, that would not only cost manpower but would be killed anyways, some old women and a drunk idiot. Nothing of value there, aside from the fact that May actually assisted the Legion meaning theres even less of a point in overrunning them.

That really isn't enough information to make a judgement. If you poke around at the ranch, another possibiity pops up. You need concrete evidence.

Um, yeah. I know all that thanks to multiple playthroughs, but the OP was not asking about finding evidence, it was asking if anyone else suspected her before they found the evidence. RIF.

Wow you make really good points and a perspective I never really thought much of. I should open my mind more, jezus. After a fallout, alot of people can change in certain ways.

Now seeing this and thinking about it, it kinda doesn't make sense. The legion could have just stormed in on Novac nearby and didn't need to pay up a single cap to have someone as
a slave. There wasn't really much NCR troops outerside of the camp where legion was keeping some of the troops hostage. Kinda strange.
And even stranger, there was a NCR outpost not too far from the hostage event.

What was even going on?

Just genarel Apathy. No one realy cares much for others i the Mojave exsept for a select few. Hell if you want Six can be an apathetic Ass-hat if you play Him/Her that way. most people in the Wastes are just a means to an end to others. Thats how I see it anyways

Why would they take Nipton or Nelson? The Legion's goal is to take Hoover Dam and the surrounding area away from the NCR. Both want to take over New Vegas.
But the Legion enslaves people like the people who live in Novac. Taking Novac makes it easier to control the nearby highways and possibly cut off NCR reinforcements to Helios.
It would also force NCR to consider pulling troops away from Hoover Dam.

the clue that leads to you jeane may or at least leads me to her, would be given by no-bark.

I think No-bark tells you just to loot her safe though.

in quests like these you ALWAYS talk to the homeless people. they see things.

What about Cassy? If you do the Primm quest you'll find yourself at the Outpost where she is. She loathes the Legion too.

No first companion you can and should get is ED-E. It's farly easy to find the ♥♥♥♥ you need to fix him in goodspring and primm. Just cycle Chets shop and he'll have the conducters eventualy.

i liked him in the early days. he would always help me know when i was about to get mauled by 10 cazadores
