Max and the Euclid's C-Finder.
If all I have to do with the C-Finder is activate Helios One, direct the charge to the satellite and pull the trigger, why hadn't Max (The child you bought it from) and Stacy (His friend) already fired the weapon?

But I had completed the quest to give it charge before purchasing it off him.

I'm guessing you get the power source to power the gun from helios one while max was carrying around an unloaded gun.

The power source from Helios one is the solar panels powering the satellite in orbit, the one that fires the shot you see when you use the C-Finder.

The C-finder, aptly named, finds the C part of the triangulation performed by the satellite in orbit, which is the A coordinate, the players position being the B coordinate, forming a triangle.

All the C-finder does is act as a "rangefinder for the satellite", and would most definitely not require a full solar station to provide energy to a simple data transmission.

I am completely adamant that after performing the Helios one quest, without getting the C-finder off max prior to this, should result in a smoking crater containing two ash piles and a C-finder when entering freeside.

If you've got Veronica as a companion when you acquire the C-finder, she'll comment that the safety was on, and that if it weren't you'd be facing the aformentioned "smoking crater containing two ash piles" scenario.

Which is seemingly only there to show when you can fire the weapon, as it is Charge for Archimedes II, not the C-Finder.
