The C-finder, aptly named, finds the C part of the triangulation performed by the satellite in orbit, which is the A coordinate, the players position being the B coordinate, forming a triangle.
All the C-finder does is act as a "rangefinder for the satellite", and would most definitely not require a full solar station to provide energy to a simple data transmission.
I am completely adamant that after performing the Helios one quest, without getting the C-finder off max prior to this, should result in a smoking crater containing two ash piles and a C-finder when entering freeside.
