Report a translation problem
Most any hacks with console aren't worth it (e.g. closing House Wins quest etc). If you can't solve the problem it would be best to just fast travel, do your business with them and get out.

The artillery no longer fires at you or your companions, no matter what. So I assume what you're experiencing is a bug.
The artillery still fires at everything else that comes in range, so maybe there's an NPC nearby your position who's triggering it. I read on the wiki that if the gate is open, sometimes the Mini Boomers (the children who live at Nellis) can wander outside and will trigger the artillery (they won't get hurt by it though, children are invincible in this game) which might confuse the game and lead to artillery being fired again, including against you if you're in range. Normally it shouldn't, though, it's a game error in that case.
