where do i get the key for the overseers room in vault 34?

I believe you go under the water corridor by the armoury to get a password for the computer by the armoury, use that to drain the water in that corridor then you go back there you can now open a door you couldn't before. I'm pretty sure there's another computer in there that you need a password from the first water corridor back before the overseers office. And I'm pretty sure it's a computer that unlocks the overseer office.

My order of operations could be wrong here, but that's where you find it. The two underwater corridors have passwords in either desks or dead security guards, you use those to drain the water then go back to get to new areas. You gotta back track a few times

No, you don't have to hunt for passwords if your science skill is 100 or you can temporarily boost up to it with chems/magazines. Can always push the quest back until you've leveled up your character and skills.
