Why can't we gamble in vault 21?

It's supposed to be a casino and hotel (made from a vault.. with most of it blocked with concrete.)

It's only supposed to be a hotel, but given the vault's history, it is odd that you cannot gamble.

The game hall is there because it was used to settle disputes between the vault inhabitants before Mr. House put an end to it. They were only allowed to keep the upper level intact as a hotel. No mention about a casino.

There's no explanation for why you can't gamble. Maybe the families have monopolized gambling on the Strip, maybe the tables are on display due to their historical significance, maybe they (the devs) never got around to implementing it. Your guess is as good as mine.

I remember seing some mod that would let you gamble on Vault 21 in nexus mods some time ago. worth checking if you ´r into it.

Yes I know how upsetting life must be for you without
