Everything I see in the gun runners vendor is as it is listed on the wiki https://fallout.fandom.com/wiki/Fallout:_New_Vegas_weapon_mods
I've checked my inventory, I have what the wiki said I need. All I can think of is that one of my mods probably messed with the item lists, but I'm not good enough to know what to do about it.

The way the game sees it, "Anti-Materiel Rifle" and "Anti-Materiel Rifle GRA" are two completely different weapons. You cannot put GRA tagged weapon mods on weapons that don't end with GRA in the name.

There is nothing in my game anywhete with "GRA" in the name. I have found one out of 6 weapons that can be modified, even with the WMX mod installed. So many of them are installed that it will be hard to figure out what is causing this, and I think that adding another mod that lets me buy weapons and upgrades would be easier to manage.
If you have no weapons with GRA it means you dont have the weapons that are compatible with GRA mods. You'll need to buy them. Vendortron sells Anti Materiel Rifle GRA after level 16.
Watch what magazine upgrade you buy if you decide to modify an Assault Carbine, because there's two different magazines for two different versions....
