I stole the Crimson caravan Van Graff agreement and I already have the letter to Gloria from when I was sneaking around before the mission. According to the quest, I don't have the letter to Gloria and I don't know what to do.

You can try messing with the console and using "setstage (quest ID in this case 0015da16) <stage id> The quest stages are listed here, but I *think* you'd want 60? https://fallout.fandom.com/wiki/Heartache_by_the_Number Just double check or someone else can correct me. I'm not too well versed in this console command.

That mission was bugged for me, too, for a different [unknown] reason, but, I kept reloading saves and finally, pocket-picking solved it. My hairy thing was avoiding mass bloodshed, but I finally managed it.
