Sorrows Camp - Honest Hearts
So i'm trying to 100% this game, and I start exploring zion canyon. The sorrows is made up of a bunch of pacifists. They're a very innocent people the game/various characters tell. But literally feet away from one of there caves is another cave called the crossroads cave. It contains a family of coyotes and a camp of whitelegs hidden behind a large bush. Whitelegs are the hostile tribe in the honest hearts territory. There is also another cave a little further away that contains another small camp of white legs. This cave is also very close/in their territory.

My questions are:
Why are the whitelegs so close/or in the sorrow's territory?
Are the sorrows not as innocent as they seem?
Could there be a secret pact between the two tribes?

This could all be chalked up to coincidence, but it just seems very odd that after a quick google search I found no information on this...

Your Sorrows companion comments on them being there. Its a surprise.

Daniel says that they're innocent because they don't want to fight anybody. The reality is that they're not that innocent and that he's just a silly idealist.

My follower is Follows-Chalk. He didn't say anything about them being there.
Is it Danel that comments on them?

Follows-Chalk is of the Dead Horses tribe. Waking Cloud is with the Sorrows and can be recruited after you finish the first batch of fetch quests. Pretty sure she walks up to you and everything.

right but i haven't experienced or found anything that explains their appearance so close to the camp.
I've finished the DLC, so I guess it's whatever.

It's supposed to be scouts from the white legs scouting out the enemies they are about to destroy.
