When you give him the chip, he'll upgrade the securitrons at The Strip, then give it back to you and send you to the other side of the map with it. You can betray him on this quest. Doesn't affect anything.
As for Mr house, it's obvious when you lose access to his quests because you have to kill him to go further in any of the other 3 factions, and yes man route can be completed no matter what, you can even kill every npc in game and still complete the main quest for yes man
