Meeting People magazine for temp. speech boost, and Salesman Weekly for barter. And Ranger Jackson is the ranger in charge of the Mojave Outpost, he's got a job to kill some giant ants on the roads that pose a danger to the caravans, which causes the NCR to halt their travel through the outpost.

You need a high enough speech or barter skill check to convince her. Speech and barter can be temporarily increased by items:
-party time mentats
-meeting people or the other magazine (Forgot the name atm) to boost the skills (works better if you have the comprehension perk to double the effects of magazines).
-pre-war business suit (+5 speech), roving trader outfit (+10 for the full set), or any clothing/armor that boosts charisma or speech/barter (some power armor helmets, sexy sleepwear, etc.).
or god ole fashioned lvl up and raise the speech/barter check.

speech 50 is the fastest and easiest route to take b/c she immediately agrees to sign her caravan name away.
you can do the others but speech 50 skill check is the most immediate fastest results
