I do not think there is a right or wrong way to play it, minus the two or three perks you are allowed that openly come with negatives at character creation, but that is a player preference. Personally I have, so far, chosen the ones that gives my character more Experience or more points in a skill, another S.P.E.C.I.A.L. etc. There is a perk that will instantly give you another level, but I am saving that till the end so the transition is faster, due to leveling up on your own would take longer that far into the game, due to the experience needed to level up.

Other than that, choose the perks and skills that make the character you want to play more advantageous. If you are a melee character go for the melee perks. Want to have more fun with NPCs, go for the Lady Killer or male equivalent as apparently they give more conversation options, sometimes. I can not confirm that though as it is my first play through and have not gotten it myself.

What's easier to tell you is, if you are like me and simply refuse to drink contaminated water, don't get Lead Belly as that would be a waste since I do not drink bad water to begin with. I'm not too concerned with VATS at the moment, so I have not bothered to get Lady Luck or Mysterious Stranger yet, as it is something I hardly ever use. Just get what you think is most note worthy of your character. You really can not go wrong, even on a misplaced one as it will do some good for you.

Taking that perk's a very bad idea, given that there's a limit to the total number of perks you can apply. Wasting them to get XP that you could've just earned by shooting more stuff / picking more locks / hacking more terminals / whatever will gimp your character's final capabilities, given that the slots could've instead been dedicated to a some improvement that isn't available any other way.

I agree, as are the Swift Learner perks, if that's what Silver was referring to those as "perks that grant xp". So are perks that just give you points in a skill unless they grant a lot. For example, Educated grants close to 100 skill points by level 50 and Comprehension can grant up to 90 if you are diligent. Those are worth it; the rest probably are not. There are plenty of skill points to max most skills if you want, between leveling and books.

As for SPECIAL it mostly depend of you playstyle but there are "some kind" of general behaviour/rules :

make the CHArisma the lowest as possible, because it affect only companions(+5% stats per charisma for them), and they are already fine without big charisma,even with 1 charisma they will do their job correctly

having 5-6 ENDurance so you can use most of the perks who need this stat and get most of the implants which give more DT and more SPECIAL stat,

having at least 5 AGility so you will have no penalty for reload speed, same for STRenght so you can carry enough weight for your travels

having at least 7-8 INTelligence to get a good amount of skill points per level

As for PERception and LUCK its totally up to you

My top 17:

Educated--- You gain two more skill points every time you advance in level.

Toughness (2x)--- +3 DT permanently.

Stonewall (Meelebuild)--- +5 DT against melee and unarmed attacks and cannot be knocked down during combat.

Finesse--- +5% Critical Chance.

Nerd Rage!--- +15 DT and Strength increased to 10 whenever health is 20% or lower.

Fast Metabolism--- +20% Hit Points restored with stimpaks.

Hit the Deck--- +25 DT against explosives.

Pyromaniac (Gehenna, Meelebuild)--- +50% damage with fire-based weapons.

Adamantium Skeleton--- Damage taken by limbs reduced by 50%.

Action Boy/Action Girl--- +15 Action Points.

Weapon Handling (If needed)--- Weapon Strength requirements are now 2 points lower than normal for you.

I like Confirmed Bachelor but Swift Learner is horrible - there is tons of xp in this game. I have no problem getting level 50 by the end.

Top 10 Perks:
The one that lets you sleep outside and get well rested (EZ XP)
The one that gives you a whole 'nother level (OP!!)
The one that makes you take less rads from water (thirsty? EZ!!)
The one that makes your game crash when you try to load a save (lol NICE QUICKSAVE BRO)

There is no best b/c it's subjective.

Game is a pretty solid single player RPG.
what you invest in originally will impact what you can unlock later on.

It starts with your traits the 2 you choose in the beginning, then your S.P.E.C.I.A.L. stats, your perk skills, and finally the perk skills (erm stats if you wanna seperate them).

Only thing is if you wanna really be immersive you wanna go for the gold and max out certain skills or perk skill/stat trees.

Your S.P.E.C.I.A.L. lvls affect what you can and cannot unlock later down the line
Your perk skill stats (repair, melee, unarmed, science) affect what perk skills you can unlock
your perk skills ultimately are affected by what you choose prior and what you can or cannot use later on. You get one every 2 lvl ups

You get a very small chance at the end before you leave good springs if you wanna remake your character. I suggest making a build. Lvl up, and see the requirments for the perk skills and start planning out ahead of time what you're gonna want to use and not use (you can't choose them but you can hoover over them and it'll tell you the S.P.E.C.I.A.L. lvl and perk skill stat requirements to unlock them as well as what they do and what they'll give you).



S.P.E.C.I.A.L. lvls

Strength=affects your melee and unarmed damage as well as how much weight you can carry

Perception=affects your explosives, energy weapons, and lockpick as well as how close/early you can detect enemies on the map

Endurance=affects how much damage you can take via rad resistance, HP, i think it affects survival skills too, and how many implants you can get at the NV clinic (7 for all +1 to all S.P.E.C.I.A.L. implants and 9 to get the extra damage resistance and health regen implants).

Charisma=affects how much armor and damage companions do. Also affects speech and barter skills

Intelligence=affects repair, science, and how many skill points you get for your perk skill stats (+1/2 every 1 lvl of intelliengence up to a max of 5 extra at lvl 10). I think it also affects how fast you lvl up by earning xp (unless that's only for fallout 3/4 and not NV)

Agility=affects your VAT pts more than anything else.

Luck=affects everything else, critical shots and damage, and helps you win easier at the casinos at the New Vegas strip



perk skill stats
Gameplay wise

Guns, explosives, energy weapons, unarmed, melee, and sneak all directly affect the damage you can dish out

repair, survival, and science all affect what you can craft (at reload benches, campfires, and workbenches respectively)

lockpick, science, speech, and barter affect certain stepping stones and dialogue options (especially speech).


perk skils

there are some that people unanimously agree that are pretty useful vs others or compared to other perks:

-jury rigging=helps you repair anything with anything of similar stats. Example is a super sledge with pool cues or 2 handed melees or low lvl armor with anything that has a DT value. Saves a ton on repair vendors and has uses for lower lvl items later on during the game.

-black widow, cherchez la femme, confirmed bachelor, and lady killer all give unique dialogue options and extra damage to women or men depending on which you choose

-bloody mess=gives 5% universal damage and makes enemies basically explode into chunks and viscera lol

-educated and retention=either gives more skill perk stat pts each time you lvl up, or it gives you 2X magazine buffs and +1 on skill books (giving you +4 permanent perk skill stat pts instead of +3 meaning if you find all 3 for any perk skill stat you essentially get +12 pts to them).

-weapon handling=2 less stength requirements to use any weapons comes in handy if you got low strength

-explorer=a good 1st time NV run if you wanna reveal all locations on the map to better navigate and find areas. Afterwards it's better if you just memorize them or get a map on your second or more playthroughs once you learn the ropes and areas.

Reinforced Spine---Strength+2, Damage Threshold+2

More DT and modifies Melee Weapons skill, Melee Damage and Carry Weight

Now you have space for another perk.

i do mostly non-dlc content b/c most of the people asking don't have it probably. That and i don't either even though i get the jist of them and know some good ones exist (like them good eats and the reflective armor but that one is just horrid).

sadly yes dlc content perks and extra content really do change the game entirely (even adding 20 more lvls).
