Help with Yes Man's Quest Wild Card
Just a quick word to explain why reloading a save is out of question. Alright, so I'm level 38 right now and have completed every DLC except Lonesome Road. I decided to return to the base game's quests and set things in motion to before the Hoover Dam battle (since that's when people recommend you start Lonesome Road), and I wanted to side with Yes Man again (I did this on my previous first playthrough).

However, he still hasn't gotten out of Benny's secret workshop in the Tops Casino and the only dialogue option I have is to say "Goodbye" to him. Things I did that may relate to this previously is that I talked to Benny and agreed to go to the suite, but instead I sneaked into his actual room and talked to Yes Man seeing if anything changed if I talked to him prior, and then got tired of waiting thinking Benny wouldn't return to his room and going down to assassinate him with a stealth boy. It also could have been that I gotten far into the NCR's quest line, but all I did was make the Great Kahns side with the NCR, I still haven't done anything past that.

Also I tried killing Mr. House and then returning to Yes Man inside of Benny's secret workshop and was able to tell him Mr. House was dead and he went to the Lucky 38. I was able to give him the platinum chip and everything went usually, but I could still only say "Goodbye".

By the way if it helps, I have only recruited the Boomers (Idolized) as of now and finished quests for the Brotherhood of Steel (Liked), I still haven't spoken to the other tribes.

Try disabling/enabling him through the console.

Unfortunately that didn't work. I'm also trying to reset the quests via console, and I'm back to Wild Card: Ace in the Hole (where you are meant to talk to Yes Man in that specific location), and typed in "rdf" into the console to reset his dialogue tree. I've also tried enabling and disabling him too. He only tells me who he is and what the workshop is, but no dialogue options come up on me wanting to make New Vegas independent.

Might be likely you have to start a new playthrough of the game unfortunately.

It's incredibly easy to sequence break games made on the Creation Engine post-Morrowind, as the practices behind scripting and designing them seem to preclude the notion that maybe you should let people know "♥♥♥♥'S ♥♥♥♥♥♥, RELOAD OR RESTART." That being said, are you on "Wild Card: Side Bets" because there is a console command that will fix that.

Typing Setstage 00157322 104 in the console then speaking wth Yes Man about the tribes should solve the problem.

Barring something you did which is related to mods - less is more with any game in this series other than Fallout 4 - this should do the trick. Otherwise, you may want to open the GECK and take a look at the quest, then go from there. You can install the GECK through Steam or you can download it from one of the many moddiing sites which are NOT Nexus Mods, as they won't be able to help you and you will probably be banned asking what color the sky is there.
