*SOLVED* You know it when you see it- Kimball getting stuck.
While walking they just stop at the top of the stairs before walking towards the stage. If someone wants a mod list I'll type one out but I don't think any of my mods should affect quests aside from just some patch mods.

Solution: Idk what caused it, but going into the console and disabling then reenabling moore fixed it.

Why wouldn't a mod affect your quests? Its usually the mods that are the problem.

Uh, that's just how Fallout is. Buggy navmashing and AI packages. They can get stuck for a bit and then eventually find the right path

I let the game sit for like 3-4 minutes prolly longer while I just looked around more and they still didn't move. Maybe stuck was the wrong term, they just flat out stopped moving.

because most of my mods are just for graphics, weapons, fixing the game (NVAC, YUP, etc), some sound mods and one mod that skips the opening with you and doc mitchell. Nothing that has to do with quests or pathfinding.

Only mod that would be the cause are ones that edit all navmeshing, AI behavior or scripts. But those are rare to find mods like that
