issue with wheel or fortune mission
When i go to talk to boxcars it will not let me speak to him about the rad suits and basically only lets me pick i need to go as a speech option

It's a bug caused by the quest VNipton Booted being stopped. It needs to be running for the dialogue in Nipton to work. Fix it with this command...
startquest 131e7c

There's a similar bug with Sgt. Kilborn and the VNiptonVulpes quest.
If you run into that bug too you can fix it with this...
startquest 1349b5
