Boxcar is useless tbh
It turns "Boxcars, the character" into "Boxcars, the race issue". Quite the immersion breaker indeed.
With that said, Exraiel, are you sure this is only character affected? The way face texture mods in Bethesda games tend to bug out, it wouldn't surprise me if all the darker characters in your game have gone pale. Take his uniform off and check whether his face colour matches his body - if they're different, there's a good chance this is an unintentional bug and you can fix it with an INI tweak.
On the other hand, assuming it's just this NPC that's affected, select him in the console and check his refID. If it's not 00134973, then you may be able to use it to directly identify the mod in concern.

Yes its just a game glitch thxfully so how do I fix this.
I removed all the esp, & now that I think about it the
face texture glitch was pretty common in Fallout 4
must be the same hardcoded issue.
Check the INI files in Docs\My Games\FalloutNV for the bLoadFaceGenHeadEGTFiles property, and set it to 1 where ever you find it.
If you're still having trouble after that, your mod manager may be directing the game to store INIs in a different location, in which case you'll need to figure out where that is and correct the copies there instead.
