Cottonwood Cove Glitch
So I am on the quest 'Wild Card: Change in Managment' where I need to kill Benny and retrieve the Platinum Chip from The Fort - when I arrived at Cottonwood Cove I was greeted by the entire camp dead and overun with raiders.. I can't go on the raft to the Fort as there is not a dockhand anymore, any ideas?

Did u have to open a truck filled with radioactive waste in Cottonwood overlook? If so then the radioactive waste will actomatically kill them but u can still can still go to thw fort by activating the raft near the pier

Just interact with the raft, no need for dialogue. Even though, the guy who operates the raft should have put on a radiation suit anyway after you did it...or at least, someone else should spawn with one for that specific purpose if the original guy dies. Maybe leave the area and come back, if he's not around.

Failing that, use console commands to resurrect him.

I never activated that truck with the radioactive waste in, it was only afterwards when I was looking about I spotted that truck on the hill - it's my first time entering the area! When I go over to the raft there is nothing to click or activate

Cottonwood cover should never be overrun with raiders unless you have a mod that did it

Yeah my bad, I automatically assumed you'd dropped the radioactive barrels on them because as far as I know there are no other events that can occur to cause the whole place to be wiped out. Legionaries that have died there to random attacks will respawn eventually, and killing the named guys there doesn't kill off the camp either, it just deprives you of their services, meanwhile the generic legion troops will respawn in time. Dropping the barrels does prevent all of this, though.

The only thing I can think of is that you disbanded a companion such as Boone near the camp and he wandered in there and wiped the place out on his own or something. Doesn't explain why raiders are there, though. Fallout 3 saturates the game with nameless faceless raiders, New Vegas tried to give all of the raider groups clan names / factions. What's the faction occupying the place called?

I'm assuming a mod is to blame here. Raiders don't take over areas and there's no raider spawns anywhere near CC in vanilla.

Alright so this is resolved now. It appears to be a glitch with the spawning of everyone in Caesar's Legion. (Cottonwood Cove, The Fort) It's a new save, no mods on at all.

I spawned in the dock hand first as there was no one there for me to speak to, to get to The Fort, I spoke to him and the correct dialogue appeared for me to travel there, after this and agreeing to going to The Fort it put me into a infinite load screen so I restarted.

After this, I decided to use the 'teleport' function to go to The Fort to skip the dockhand, when I appeared in the camp there were no NPC's so I started to worry my save was corrupt. After this, I went back to Cottonwood Cove and there were all the NPC's again, except the dock hand...

I teleported back to the The Fort and it's out me where I should be after speaking to the dockhand, and the quest continues as normal.

I quickly teleported back to Cottonwood Cove and the dockhand is there now.

In short, I don't have a clue but it's all good.

If you COC to the Fort only the outer area will have any NPCs. You need to use the gate from the outer area to get into the inner area to enable them again.

The barge is actually a door. You should be able to use it like one when Lucullus isn't there.

I found it a bit tricky to get across when I killed all the legion, cos when pointing at the raft it doesn't bring up a 'do you want to travel to the Fort' option. I had to point my mouse at the very corner of the raft at its edge to get the option to appear - very hard to select it. Good job I'd played that part before cos I wouldn't have known how to get across otherwise.
