Dead Money - Cloud

So I've just started Dead Money, and I've read about the bug where saving in the cloud can cause a bug to happen that will result in permanently taking damage for the entire rest of the playthrough.

I've been told at the start by Elijah that "inside buildings" there will be no cloud.

So my question is, what does count as an "inside"? I walked around a bit, entering the medical wing, and it doesn't yet seem to be an inside, I guess. Although I'm no longer losing health. But it still *looks* like there's the cloud (plus, I can see the open sky).

Can anyone help me and tell me what qualifies as being inside a building? When is the first time I have a chance to enter a safe zone to save?

That bug is in the actual cloud itself, the big red clouds that will kill you in 10 seconds of being in it, not the general outdoors where health goes down really really slowly. You're good to save anywhere as long as it's not inside the super fast killing cloud itself (you'll know them when you see them).

Your health just goes down really slowly outdoors but will never kill you, there's a few minor buildings that count as indoors that won't have your health drop. The police station would be the first place you'd encounter that, or if you're in the medical wing the clinic itself is safe.
But like I said, save anywhere outdoors and you're fine as long as it's not inside the cloud hazard itself.

I think that anywhere you aren't taking damage from the cloud would be sufficient, although there will be times in the not too distant future when you actually go 'inside' buildings.
