Chance's knife benifits from Cowboy and Grunt. 25% each.
Katana does 27 damage, x2 crit modifier bonus limb damage and Damage per second of 104.7
Chance's knife does 22 damage x2 crit modifier. 91 damage per second, but with grunt and cowboy it would do 33 damage and do more than the katana.
Both have the same crit modifier and bonus crit damage
Chance's knife also only gets 1/3rd the swings before needing repair over the katana.
Gehenna does more damage than either though
If you're using VATS, the katana's secondary kinda makes a lot of other melee options look like trash, and a character with a really high attack rate can spam the secondary as a power attack like there's no tomorrow, not to mention the actual maximum attainable attack rate with the thing's primary is so fast, it desynchs the sound effects. Any weapon that can't be contained by its game engine is automatically worth using at least for that fact alone.
It's a matter of taste, really, since the difference isn't that big. Do you want to be a samurai, or do you want to be Rambo?
I find the Kenshin secondary mega attack in VATS far more useful when fighting deathclaws than superslam. A sneak attack instantly gibs about 99.9% of all the game's enemies, and even in a straight up facetank battle, the damage dealt with it during a single VATS round is enough to turn most battles in your favor instantly.
