Eye for an Eye: NEED HELP

I've been playing Fallout: New Vegas for quiet a while now, and I'm halfway through the quest; Eye for an Eye.

But I have a problem. When I try to plant the NCR Bug into the Legion's radio, when I try to click onto the radio to plant it in, it just turns the radio on and off. I can't plant it.

PLEASE HELP!!!

So, I go to Cottenwood Cove, get the two files I needed(the Old Legion Patrol Notes, and the Old Legion Raid Plans), then I go down to the first floor Command HQ Building and click the radio to plant the NCR bug, but all it does is turn the radio on and off. I can't plant it in.

I didn't miss anything. I've checked several times. I even restarted the whole quest by loading old save files. All the same result. I can't plant the NCR Bug.

If the patch mod doesn't work, you can open the console with the tilth key (~) and type completequest 00134498 to instantly complete the quest, you've already done the entire quest.
