Eh I don't see him as an idiot I see him more so as a greedy prideful character with this quote being a great way of showing his change of heart during the dlc by accepting his error here and make it fun of it himself something he wouldn't have done in earlier encounters.

I could understand that interpretation , however most of his actions have no foresight or understand consequences. He would have died there if the player did. Also there are the speeches running around if you take from his stashes. As if he will need these items, when either everyone is going to die or he is not coming back. These are just a few of what makes me feel like he isn't the brightest bulb in the bunch.
