Apparenty Fisto can give you unlimited caps
After completing the *ahem* escort quest, go see Fisto at the Atomic Wrangler and ask for his services, and when he says to pay him 10 caps, immmediately back out and recieve caps out of nowhere.

Oh, I had that bug too! Too bad it's only 10, that makes it slow as hell to get a lot of caps.
