Low FPS on good hardware
I know this issue has been posted about before, but I've tried everything, and nothing has worked. At this point, I'm desperate.
No matter where I'm at in the game, the FPS will hover around 25. I have tried lowering the graphics settings, messing with the .ini, installing nvse, nvsr, and the 4gb launcher, reinstalling the game (twice) but no luck. My gpu averages on 12% usage while playing the game, and my cpu averages on 7%. ANY help or suggestions would be much appreciated.

Specs:
Intel core i5-4690K Cpu @ 3.50GHz
Nvidia GeForce GTX 970 ssc

Windows 10? Do you use any mods?

Windows 7 64 bit. I used to have about 50 mods installed, but I deleted all of them and reinstalled the game, hoping it would fix the framerate. Currently I only have nvse and nvsr.

Try using "Fake Fullscreen - Alt Tab Fix" on the Nexus. It runs the game in a Borderless Window and prevents a lot of crashing. I also suggest going to the NVSR config file and setting the bHookLightCriticalSections option to 0. NVSR can still cause massive stuttering unless you have that setting turned to 0. It doesn't cause any noticeable changes.

The Fake Fullscreen mod prevents a lot of crashing, but it also put less of a load on your system. Running the game in a window, or in this case, a borderless windows, might help increase fps as well.

I second that. Used to have crashes and low FPS on Windows 7 before NVAC, NVSR, and a fake fullscreen mod. I used OneTweak as it was recommended by I think the 4GB launcher, which I was adding in at the time, but as long it's a good borderless windowed mod, it should help a lot with everything.

Just installed the fake fullscreen, NVAC, and the 4gb launcher. Still no change in performance. Thanks for the help though, if any of you have more suggestions, I'd be happy to hear em ;)

Well, my FPS is never that low on the highest settings with over a hundred mods and my specs are not as good as yours, so there should be something we can do. When you say you've messed with the .ini, there are a huge number of things you can do there, so have you done them all? You especially want to make sure your game is running the best it can on your hardware, and this engine is pretty awful for more than dual-core.

That's pretty much all the stuff I spent months researching and modifying in my own game and my game runs great. Nice to know it's all in one place somewhere.

The other thing is that every .ini edit you make should be done across all three .ini files. That's THREE. Two are in FalloutNV and one is in Fallout New Vegas.

This may require making sure they're not set to read-only, but when you do that, I think the launcher has a bug where it resets them or something (the development process assumed only the launcher would be making decisions about settings and the .ini file would reflect them, not that players would make these edits). I never ran into it because I've been using the old 4GB launcher for ages now (the launcher, not the patcher), but I believe I've read that.

Last, Roy Batty says in the NVSR.ini file, that bReplaceHeap should be disabled but I think it is by default. Check, though.

Now, to clarify, you are not using an ENB or any other mods, correct?

Previously I used a different guide for the ini, but it was mostly for fixing the lod.
I just went through the ttw guide, changed the settings through the nvidia inspector like it said, changed all the ini settings, got the new shader package, made the nvse config... still nothing.
Also set bReplaceHeap off (I think I had it on at the mod author's reccomendation before).
And no, no ENBs or other mods, I currently only have the 4gb patch, nvse, nvsr, and nvac.

That's kind of weird. You've done all the .ini edits described in the guide, on all three .ini files, and still no results? Did it ever run fine? Try rebooting your PC? I do remember MGSV actually ran horribly for me if I had put the PC to sleep at any point and not rebooted, so you never what a reboot can do if you've not been turning off your PC.

Are you on a laptop? Heard about some problems with laptops and external displays regarding this engine.

I imagine your drivers are up to date.

I've read Steam overlay can cause problems but i think that's only with mods. Disabling it couldn't hurt, though.

Last is PCB. I was recently advised against it and linked to Roy Batty's explanation as to why it's bad, but it would be interesting to see how your game reäcts to typing PCB into the console. But the people that advised against it were probably right, so this is only for testing. Tell me what your frame rate does after using it. BUT DON'T SAVE YOUR GAME.

Oh my god... I just rebooted the computer and it works perfectly. I guess I just never saw how that would fix it for some reason. I'd played 120 hours and never had an issue without restarting. You were a huge help, sorry for wasting your time :steamfacepalm:. Though I do imagine the ttw guide will help the performance anyways...

Seriously, I'm just glad it worked! Keep Primm safe now, and always reboot.
