That's pretty much at the edge of the draw distance.
I have my draw distance increased from what the normal range is, to the maximum the game engine allows, yet I have no problem being able to pick off those Deathclaws, and they have no problem detecting me as soon as I shoot one of them. It sounds to me like the OP is just a lousy shot.
Well duh. The Cowboy Repeater is not a distance weapon, it has the largest spread of any two handed rifle other than the shotguns, along with the Trail Carbine and the Brush Gun. Even the Varmint Rifle is more accurate. If you want to be a sniper you need to use either a Hunting Rifle, preferably equipped with a scope, or a Sniper Rifle. The Hunting Rifle is actually the most accurate rifle in the game. The Cowboy Repeater is only good for medium ranges.
And it's pointless to try an use a real life scale for distances in this game, it doesn't have a 1:1 relationship. You're limited simply by the draw distance of the game engine, nothing more. And if you're using the right weapon, you should have no problem hitting a target at the very edge of that draw distance.
