For me on Win7 they are located in Documents\My Games\FalloutNV
HOWEVER:
If you click in the box that you want to expand, you can press Ctrl and then the + sign on the number pad, and everything expands.
I don't love it but I don't hate it even a tenth as much as dragging every single column meticulously every single time I click on any tab or menu.
The problem doesn't appear on Windows 7. I have a dual-boot setup, Windows 10 and Windows 7, and if to want to do any editing involving dialogue topics, I need to do them using the GECK with Windows 7. For some reason the text just doesn't show up with Windows 10. Same with any "Conditions" text that should appear in things like perks etc.
I gave it a try but it didn't do anything. At least I can still use Windows 7 if I need to change anything in those areas. It's rather strange that all that text isn't showing up though, it's a very selective problem.
Other thing is to check your keyboard layout. I'd be shocked if it doesn't work on American English, and I can confirm it works for Irish English and Irish Irish. But maybe some other languages' layouts won't work. And I could see a laptop possibly giving you a problem as well.
I managed to get the quest columns to expand using that shortcut, but it did nothing for the topics not appearing. Though that is a rather handy shortcut that I didn't know about before. There's always situations where I'm manually expanding columns in order to read the text listed. It can save me a bit of time for sure.
Listen, if you do a lot of GECK editing, would you know any thing about making a custom radio? I have another recent post on here about that and scouring the internet for a couple of days is starting to do my head in. If you know any thing about radios in GECK, I'd appreciate your having a look.
Sorry, I can't help you there. That's not something I've ever done before. You could probably pick up a few ideas by looking at one of the existing radio mods though.
