Unlock a locked terminal

ok i came across a terminal in fallout new vagas , and now its locked saying something like report to a tech to unlock it,, how can i unlock it with out looking for a tech.

You get three tries to enter into a terminal or pick a lock, after that it's locked down unless you get a perk that will allow you to access it again. Those are useless perks though as you can simply exit the interface before your last attempt and try it again, which will give you another three tries. And forget about what it says about a technician, that message is only there to add some flavour.

I you failed the minigame and the terminal is locked, your only 2 options are getting the password (if it exists) or get the Computer Whiz Perk. But the best option is exiting the interface at the last try as Belanos said.
