yo does this 'turn Clanden in to the NCR' objective actually work?

I'm sat here playing as the most moral and scrupulous ♥♥♥♥er since Gandhi and after checking out the Omerta quest, it seems like there's an objective that lets you turn Clanden into the NCR and have him arrested.

Killing him on the spot is a bit weird and letting him go whilst keeping the tapes seems pretty ♥♥♥♥♥♥ as well. He's a full-on♥♥♥♥♥♥♥♥murderer and I have everything I need to put him into a world of hurt but the objective just doesn't seem to trigger.

I even tried doing a 'setobjectivedisplayed' and managed to make it appear, but there's no marker for the quest, and everyone I've tried to turn the tapes into hasn't had any extra dialogue. Is there actually any way to do this objective or is it just cut content?

The objective needed to tell Captain Marie Pappas about the murder was disabled, and the medicine check on the dead body appears to be slightly bugged, though it should still function.

You need to get the tapes, and inspect the dead body.

set "110a63".iMurder to 2 (if the medicine check failed)

(Optional) Turn Clanden's tapes into the NCR so Clanden can be charged with murder.

Then speak to Pappas and return to the Gomorrah and the MPs should appear.

I was able to tell Pappas that I wanted to report a murder and show her the snuff tapes and tell her about the dead hooker but then she asked if I knew who did it and even when I talked to cachino and showed him the snuff tape and he clearly said "yep that's clandon alright." I still only got the option to say "I don't know who the murder is but I can find out" when talking to Pappas and the mps just never appeared. How tf do I do this?
