by the way, just a warning i found from another thread
I wouldn't recommend using the console to reset quests, you're better off just making a new character in that case if you can't live with the choice you made, "restarting" the quest doesn't neccessarily make the game respawn required NPCs and whatnot - which usually results in a thoroughly broken save.
edit: entirely possible i gave you the wrong id. but its from the wiki page so i wouldnt worry too much

You could also simply use that complete quest command (Sadly, you will not get any achievement credit if it's an achievement quest)
You'll also need the power armour perk, do not forget that.
But after that you should be able to use it without a problem.
