What are some good locations to fight high level human enemies?

I wanna get expensive guns (snipers and such) for their resale value but powder gangers and fiends still carry crappy guns at level 50. Where can I get some good stuff?

Quarry Junction is the best place for guns

If you're an enemy of the Legion or NCR, either will send a hit squad after you every 1-3 days. If you don't want to ruin your rep with the NCR, you can also go around to the different NCR camps/outposts and sneak/silently kill any rangers around. The ones wearing the black armor will usually have at least a sniper rifle. Camp Golf would be a good place if you want to target rangers in black armor.

Aside from that, if you have the DLC's, you can (re)visit Lonesome Road and Old World Blues. If you're at level 50, you should be able to snag any top tier rifle or energy weapon off the marked men and lobotomites.

The Fat Man is almost certainly the worst weapon in the game.

How are you high level without heaps of caps already?
Im currently level 41 , sitting on my 95k caps.
And that is with never having put even a single point into barter and buying the following:
All upgrades for the red glare (45k with low barter)
Gehena (15k with low barter).
7 special enhancing implants (28k) + the subdermal one (8K)
Serveral other weapon modifications (20k+).

Anyway if you want the big cash, go to the divide. Marked men have very valuable weapons and armor.

Cottonwood Cove if your with NCR Hoover Dam if you're with Legion, both if you don't like either. and both of these bases have rare weapons in their surrounding areas.
